Te Whiwhinga mahi | The opportunity
As our Rail and Freight Manager you will have direct impact on shaping the future of the rail and freight sector within New Zealand to give effect to the government's priorities of improving freight connections and climate change. You will lead the rail and freight function for Waka Kotahi and deliver the implementation of government policy and legislative requirements through our freight action plan, and by working with the rail and freight supply chain to influence and improve the performance of the sector. You will also oversee our emerging role in rail by ensuring we provide appropriate oversight to the recently approved Rail Network Investment Programme.
You will lead a team responsible for building rail and freight expertise and capability across Waka Kotahi and play a strong leadership role in future investment to improve rail and freight services. Ensuring there are strong working relationships with our partners across the sector, including within local and central Government, will be critical to success.
Help us establish this vital function in our evolving transport sector and foster a positive culture enabling the delivery of the government's objectives for rail and freight, modal shift, social access and reduced carbon emissions. Achieve the best outcomes for stakeholders while meeting the required legal obligations and lead high level national engagement and collaboration across government and industry.

To be successful in this role, you will bring:
- Proven experience in leading a complex function across an organisation and with delivery partners
- Excellent relationship management, influencing and communication skills. (Existing relationships will be an asset)
- An understanding of the Machinery of Government
- Proven experience in a senior role with high level strategic, analytical and conceptual thinking in a complex environment
- Ability to think outside the square and form an innovative, evidence based future state
- Build sphere of influence across a wide-ranging area
- Strong ability to earn trust and credibility
- Excellent relationship management, engagement and communication skills
This role can be based in Auckland, Wellington or Christchurch. We will also consider this role being based from other NZTA office locations across NZ.
